Dog walker slain on Riverside street, assailant had been arrested earlier
RIVERSIDE – (INT) – Police say a female transient was under the influence of drugs when she staged a deadly unprovoked attack on woman walking her dog in a La Sierra neighborhood Saturday morning.

Darlene Stephanie Montoya, 23, was picked up after neighbors reported a woman walking through their yards and appearing suspicious.

Montoya is accused of randomly confronting 64-year-old Ke Chieh Meng walking her two small dogs along Golden Avenue and stabbed her. Montoya was booked into the Presley Detention Center for murder and a weapons violation.

Police noted they had arrested Montoya 4-days earlier for allegedly attacking a woman with a skateboard on Tyler Avenue at the 91 Freeway overpass. Montoya was released a short time later under California’s COVID-19 emergency bail schedule and was given a ‘Notice to Appear” citation.
