DOJ exonerates deputy in fatal shooting
ADELANTO – (INT) – As deadly officer-involved shootings mount up across the Inland Empire, the California Department of Justice (DOJ) has completed its investigation of another.

The DOJ concluded Friday (April 5th) that no criminal charges are warranted in the June 2002 slaying of Shane Holland after a traffic stop and foot pursuit in Adelanto. However, the DOJ stated “There are important lessons to be learned from this incident”.

Holland had been stopped for a traffic infraction and decided to run from a sheriff’s deputy in the early morning darkness. The DOJ’s report found “The evidence does not show, beyond a reasonable doubt, that the deputy involved acted without the intent to defend himself and others from what he reasonably believed to be imminent death or serious bodily injury.”
It was determined that Hollard was not armed.

The DOJ recommended the sheriff’s department “should develop a foot pursuit policy that includes the criteria a deputy should consider in deciding whether to pursue a person on foot, and when to abandon a pursuit.”
