Should AT&T continue as a carrier of last resort?
SAN FRANCISCO – (INT) – The California Public Utilities Commission has rejected AT&T’s request to withdraw as a carrier of last resort (COLR).

As consumers continue to switch to cellphone service only, many still want basic telephone service via landline. AT&T is considered the ‘default’ provider of that service.

AT&T is seeking to withdraw as the COLR without a new carrier being designated as a COLR.

• At least one telephone company in a specified area is legally required to provide access to telephone service to anyone in its service territory who requests it.
• CPUC rules require a COLR in all service areas to ensure universal access to telecommunications services.

The PUC has opened a new rulemaking process to address COLR telecommunications service obligations.
