Transfer reforms at California’s community colleges are working ![]() SACRAMENTO – (INT) - It has been six years since the statewide implementation of AB 705, landmark legislation that fundamentally transformed placement and remediation in California’s community colleges. Testimony presented to the Assembly Higher Education Committee on February 18th shows dramatic results.
In 2017 when AB 705 was signed into law—only 30 percent of students taking math for the first time were able to enroll directly in a transfer-level course. Now, practically all students were able to enroll directly in a transfer-level course. Shares of first-time math Latino and Black students completing transfer-level math in one term have tripled, the committee was told. Research by the PPIC showed that transfer rates are significantly higher among students who successfully complete transfer-level math early in their community college career.
