A homeless man has taken up residency in a local jail accused of waging a one-man crime and arson spree against police and government facilities in Banning. Kenneth Baker, 40, was arrested on suspicion of starting fires outside the police station and city hall on Tuesday (May 19th). Damage was minor. Baker is accused of arson and possession of a destructive device. (INT)
